Hope is then referred to the Field Officer of New Incentives who enrolls her into the cash transfer program.

New Incentives rewards Hope financially on three separate occasions: (1) when she takes the HIV test and enrolls into the program, (2) when she delivers her baby at a medical clinic, and (3) when she tests her newborn for HIV. These cash transfers encourage Hope to take every step against an HIV infection of her newborn. They also provide her with the means to pay for transportation to the clinic, food and other essential goods.

“Most women mentally collapse after learning their status. When I mention they can make money to care for their baby, they start listening again. The program backs me up. It encourages them to follow my advice,” says Grace, the Treatment Counselor at the clinic.

The enrollment process is strict to avoid ineligible women from signing up. The Field Officer checks Hope’s clinic register to verify HIV status and other essential information. The Field Officer also records Hope’s biometric information, which prevents her from enrolling twice, for example, at a different clinic.

Hope is handed a flyer about the cash transfer program outlining how she can pick up the first cash transfer at the bank by using an electronic payment code. The code is given to her when she calls the New Incentives hotline the day after her clinic visit. These steps are in place to ensure the money is safely given to Hope.
